Don't be taken in by Mr Jose's impressive sounding title. He is not an EU employee or official. He is a UKIP employee, adviser in those areas to Mr Bloom and the other UKIP MEP's, it is his job to blame the EU, stir up discontent, put spin on what the EU does, in an unfavourable light, and finally he is deliberately commenting not on the EU directive, which is real, and is EU, but an identical suggested UN regulation, part of the updating consultation in respect of the next Vienna Convention as I understand it.
So, in a nutshell, he is a political adviser to UKIP, and has no authority or, I suispect, understanding of this issue apart from trying to do down the UN and EU, for his own, or UKIP's political ends. BEWARE.
