We use a '3' dongle that we bought a few years ago on a special offer for Ģ4.95. For a Ģ10 top up we get 1Gb of downloads within a period of 30 days for which the top up is valid. We use it when we are sailing so in the winter when it is not used we pay nothing.
Now we have a MH that may change but for an occasional use with no contract it takes a bit of beating. Reception has always been good also with only a few areas of no reception but these have usually been deep in the depths of the country when anchoring up a river somewhere where there are no houses or roads and in the Isles of Scilly, both places unlikely to get many MHs visiting.
I think you'll be struggling to find a dongle which will do both UK and France economically.
Most of the UK dongles become extortionate when you plug them in over the channel.

Another thing to consider is coverage. I've found the 3G coverage on "3" to be far better than any other network, but the "3" dongles will ONLY work on 3G so if there is no 3G signal in the area you're out of luck. The Vodaphone 3G coverage is nowhere near as good but they will work on a GPRS signal when 3G isn't available. This is naturally very slow but maybe better than no signal at all.
What about using your mobile phone as a modem? I have a T-mobile PAYG Android phone which will act as a modem if needed and I can buy six months of internet access for Ģ20 in advance, can't get much cheaper than that.
In France, none of the UK sims will give you access at affordable rates. You could buy a local sim if your dongle is unlocked but the French insist on you having a French address to register the sim. Also they're much more expensive to use than we're accustomed to in the UK.
This year I used a 3G Kindle in France for checking Emails and weather forecasts, slow and clunky but it worked almost everywhere.
