Hi ladyj do you have anything on the laptop you want to keep? if not in my experience reformat the drive! Its usually the simplist way to go.
Load the operating sys via a floppy type Format C: say yes wait then insert cd type D: if D is your cd drive letter which it probably is, type setup and it should install 98. be warned their are no guarantees with loading 98, most of the time no probs. but occasionally?????
Make sure that you have or can obtain any driver disks for modem, printer, scanner ect before you format otherwise you could be in the proverbial.

Oh Jacquie Jaccquie Jacquie stop screaming see the light and get an iMac and forget about dll's and microsoft's snotty error messages.
(an iMac mini will use your existing screen and keyboard if you want a budget version)
I have never ever seen so much techie stuff pointed at an individual - leave the microsofties and get a real computer. (there are one or two apple topics on this forum you can check out)
If you can't leave microsoft or afford a new computer then I'm sorry for you but make sure its at least an up to date version of XP - that is assuming that your computer can handle it.

Hi ladyj have you run chkdsk? you may have a problem with your hard disc.
at the C: prompt type chkdsk/f this will check the disc and fix any faults if possible.

Never give up. Do not let Bill Gates beat you. Try booting up on you r Win 98 CD for which you may need to press the DEL key as the PC boots up to change the Boot order from hard drive to cd first in Advanced settings in the BIOS. And then try reinstalling windows on top of itself BUT making sure when it asks you where to install it says c:\windows and NOT c:\windows000 otherwise you get two copies.
Did you try the scanreg or you did and it did not work

Have managed to get it to scan now awaiting results of that. The trouble is its an old computer Gateway one and it just will not let me re load windows on it from the CD windows98se that i have keeps saying that I already have windows98 loaded on it and then comes up with the SU0168 error. Have tried the thingy JSW posted but that dosent seem to do anything either to fix the error. . I am just about Pd of with it altogether
