Personally I think I will just wait till it all gets much simpler and cheaper.

Caught a cold with a 3G dongle. Other than free Wi-Fi which is expanding everywhere I can wait a few hours to log on.

France is always a problem, so no advice from me there!
Spain, on the other hand, has the Carrefour offering which is better than most as Spain is very keen on charging for amount of data rather than for time...
Carrefour (Yes, they are French but they only run the Data SIM deal in Spain) offer you a SIM for €10 with €5 of usage (so €5 for the card).
For this you get 100Mb a day (Midnight to midnight) but...
when you pass the 100Mb limit it does not stop or even cost you more. It continues at a much-throttled 128Mb indefinitely.
This will allow you to deal with emails and, if you turn off graphics, will allow most browsing and even stream audio - not video.
The odd thing is that when you have used your 100Mb and it drops the speed, there is no way (that I know of) to pay more to get more speed!!!
The cost is €1.18 (inc VAT) per day. You only pay for the days you use. It last 6 months from the last date of top-up.
The coverage is on the Orange network but I don't know if the restriction on tethering applies. We use a travel router (MiFi type).
You can now top-up by internet which you didn't used to be able to do.
You will need a Carrefour dongle (€29.99) as the software is burnt into the dongle. An unlocked other dongle just won't see the Carrefour SIM!
Morocco - now they have a much better carry-on. No data limits. Very widespread 3G and you get a month use for €15...
