A pal of mine has used one on his narrow boat for over 12 years.
I do not know the power rating but it does keep the battery topped up.
And as the OP mentioned, his mh is static for some time.Obviously the bigger the better.

If your battery is not connected and it is in a good area at the right angle it will probably be OK; but then if the battery is well charged, dry, clean and not discharging it will keep going for at least a couple of months anyway.
I have a solar panel (140W) When we are not using the van it is connected to both batteries and keeps them well up except during November - February.
During those months I leave the engine battery connected to mains. otherwise it flattens in about 3 weeks. The other battery seems to stay charged up (13.8V) without help over this period. We do however go away from time to time during the winter.
The measured discharge from the engine battery is 170mA and from the leisure battery is 0 mA.

A 4W panel should produce 300mA if in very strong sunlight pointing at the sun at midday.
Half this for the night 150MA.
Allow for cloud, the panel does not track the sun etc. Average = < <15mA.
