Well not me but my local fabricator/ engineering firm, is there any legal implications involved before I go any further?
I would have thought that you might be able to find an secondhand "Easylifter Scooter/motorcycle rack " but be careful Racks are not light and with a scooter on the back you can soon overload your rear axle(S) and rack fixing point(s)

Don't know about racks but I seem to remember that car tow bars have to be CE certified or something like that if the vehicle is newer than a certain year.
If you are a member of AA, RAC, CClub or CCClub maybe they can help with legal issue.

Been to weighbridge with full touring setup and still have 340kg on rear axles & 160kg on front out of 1200, but I was thinking about building a bespoke rack.
Got the calculations done from Watling and I am well within the limits.
So here is a few of my ideas for the rack.
1. A light weight aluminium back (would that stop a lot of the muck getting on the scooter?)
2. plastic pipe tubes to put some of the lightweight aluminium awning rafters and wind breaks (they currently have a spot on the back wall of the garage but are in the way.)
3. I have a factory fitted tow rack but will beef that up with additional struts onto the chassis.
I had the lads at an Engineering company i worked at build me a rack
Made out of Stainless Steel and weighs around 45KG
Cost £0
Luckily I had plenty of payload and axle load weight spare
