For fishing off the coast you don't need to spend a fortune, a reasonable beach casting rod, fixed spool reel and some tackle, budget from about £50 up.
Whiting and Cod are not as numerous in the N Sea as they once were but it's a great sport..

Although I have been fishing since I could just about walk starting with a bent pin and since trying all forms of the sport, I am most definitely a fun fisherman rather than one who takes the sport seriously and I caught fish on my trip there. I used an 8ft sea rod, a spinning reel and a few basic lures.
Nearly all the fishing done there uses this kind of tackle. You will of course do much better from a boat but there is still fun to be had from the shore. Go for it windseeker. You do not need to spend a fortune, sea fishing is free no licence is required and you should be able to buy a complete set of gear for
about £50 even in Norway.
