Without knowing exactly what you want to do it's hard to be definitive about which S/W package would suit you. However, if you're just starting out then my own recommendation would be to consider Photoshop Elements.
Adobe have just launched version 6 of this package and there's been some criticism of the user interface colours being hard to read, so it's important to try it first before purchasing. You do need to give the trial a fair go not just a quick look.
However, PSE6 has very little different from PSE4 and 5 and you may find a legitimate version of those at a cheaper price. You need WinXP as a minimum. If you have Vista you have my sympathy
PS Elements has two main modules - on a PC - Organiser and Editor. On a Mac there is no Organiser module
The Organiser is excellent at cataloging your collection of images without having to worry about where they actually reside on your hard drive and thinking up folder names. It makes it very easy to group and retrieve images. It also has some creative capability to make things like Post Cards and Calendars.
The Editor has a couple of 'strengths' - Quick Fix which tends to be fairly automatic processes for fixing typical problems with Colour/Brightness/Contrast etc. Standard Edit in which there are more in depth features which allow you to take complete control of what you are doing. Auto fixes quite often make a bigger mess than you started with.
You can also get creative and create images from scratch in the Editor.
Either way you're going to need to spend some time learning how to use it and there are plenty of Web resources which can help.

I use PS Elements 5, although 6 has just been released.
The cost is about £70 but a lot of these programmes are 'bundled' with new hardware. IE:- £25 for a new printer including a £70 free programme....always worth a look!

Now thats a thought & probably a better solution than some one entering a photo thats not a photo,if you see what I mean .
