With regards to HIPS, surely the elephant in the room (as usual) is the EU? Which has directed that each country carry out a survey of its housing stock with regards to energy effiecency. This survey has to be carried out by a given date. As usual the UK is well behind and hence the stealth introduction of the HIP - the most important element of which (from the government's point of view) is the Home Condition Report because it gets a copy! Speeding up house sales etc is just puff to hide the real reason for their introduction.

Now then lad, speaking as a North Yorkshire resident for 15 years (only another 75 years to go to get Yorkshire citizenship Wink ) Cheshire is definitely not 'oop north. IMHO 'oop north' starts when you cross the River Wharfe bridge at Harewood a few miles south of Harrogate.

Reading across the map to the west coast the border runs somewhere between Blackpool and Fleetwood.

The bit of Cheshire where our daughter is living is about 80 miles south of that in amongst the palm trees and vines of the Midlands Shocked . As for the barren desert wastes of Sussex, that's almost Italy Cool Laughing Laughing

Contrary to what one of the earlier posts says, a HIP does NOT include a survey. All it is is searches (which are time limited anyway so in most cases the buyer will do them again) and an energy efficiency statement. Even if anyone reads it, which I doubt, most people would ask for the energy bills anyway.

The original plan was to include a survey. This might have had some benefit, provided any buyer - or their lended - was willing to accept the word of the seller's surveyor - which seems unlikely to me.

The whole idea was fatally flawed and became no more than a gov face-saving exercise. It is money down the drain and just creates unnecessary work.

We are putting our house on the market next month, so far after asking a few estate agents about the HIPs pack there is still some confusion about what exactly is supposed to go into them.

They want to have all the searches done, usually the estate agent has it's own legal team that can get this done in anything from 48 hours to 2 weeks. They request any certification or transferable guarantees on any work or fittings or appliances,( i.e FENCA certificate for double glazing). There is the energy efficiancy survey which seems to be the thing that is the new watch word when looking at properties. One estate agent from the Halifax group didn't have any idea what was needed when I asked her.

From memory it is a lot of the stuff that the solicitors used to sort out or ask for during the selling process. It is just the payment now gets put through an estate agent rather than the solicitor.

One thing I did like though, was now you have to declare more things about a property, for example any disputes or land registry problems. My sister who is trying to sell her house only found out her property was built on contaminated ground when is was disclosed to her prospective buyer.
The estate she lives on was built on land which was previously a wood treatment company and the ground is contaminated with creosote and chemicals used in wood treatments. She has lived there over 10 years and never knew about that. She lost her buyer. There is nothing that can be done to change the condition of the ground so she has to hope for a buyer who doesn't care about this finding. I am sure there are many other people who are finding out things about properties they may have been living in for many years, and not all nice.

we are mid house sale (completing hopefully in two weeks) we were on the market before we needed a HIPS pack so missed all that, but now we are trying to buy another house...would I trust the info in a HIPS pack no way!!

our solicitor will do it all as per normal and we will gladly pay her, rather the devil you know etc;

I've been told that a HIPS pack lasts 6 months (not sure), but if that is the case most people will have to pay at least twice as it took us nearly a year to sell....the market has slowed considerably and people are not selling they are sitting back and waiting for HIPS to be chucked on the rubbish pile

HIP's is a waste of space. Ours was done 3 weeks ago...

Looked at boiler, measured the outside walls, asked how old the glazing was. Looked at loft insulation, noticed a few energy saving bulbs and sodded off after 15 minutes Rolling Eyes

Doesnt in any way touch on electrics/plumbing/house fabric. All for £300 Shocked

Putting all the snippets together in this post and assuming we are all right in what we have said, then I believe I now know conclusively if not probably, why HIBS has come about.

EEC... We want to know the breakdown of energy per home in your country.

Cabinet... How the hell are we going to do this without it costing a bomb.

Bright spark.... Why don't we bring out a bundle that home owners have to buy, as they are making heaps of profit on the sales of their houses. We could add some other things like a basic search etc to make it look as though we know what we are doing.

Cabinet. ...Show of hands all up. Job done. New law.
