My understanding is that the modifications have to be fitted by the seller and paid for in the cost of the vehicle.
There is a problem here though with taking modifications off one's previous vehicle, such as hand controls, and placing them on the new as no charge is being made for them. I know several disabled people who have found that by transferring their modifications, this has not entitled them to have the VAT removed from the new vehicle they have purchased.

I am so suprised at the animosity shown towards the disabled in this country.
My OH has suffered, and I mean suffered with Multiple Sclorosis for several years now. He has fought hard to keep working, but sadly for him, just sitting in an office and dealing with people ever day, exhausted him and he was forced to retire. This, he has taken very badly and because of it, he has suffered with depression and loss of self worth ever since. Despite MS trying it's best to cripple him and take away a life style he enjoyed as a once healthy, fit, workaholic man, he soldiers on and refuses to give in completely and instead amazes everybody.
What you don't see as he parks his VAT free van in the disabled bay is what I have see every day.
Our income has halved and he will never work again. I myself can now only work a few hours a week, because if I left him alone at home every day, he would get worse and he needs my help.
The dream is to give all the benefits up, get our life back on track and for him to be the man he once was. But of course until a cure is found, it will only ever be a dream and something that others can take for granted.

I dont think there is any animosity towards diasabled people, when I see any one with a disability my thoughts are sympathy and thank my lucky stars that I am not.
The only animosity I feel towards disabled parking facitities is the hogs in big 4 x 4's, white van men and flashy selfish lazy people who blatantly park in disabled bays depriving the people who need them of the facility.

I followed the posts with interest. I went to look at some motorhomes with the view of changing ours sinc my husband has recently become disabled. - see my post 'newly disabled ...' and was told by the salesperson that only fixing wheelchair clamps and photographing the wheelchair in place would allow them to sell a van VAT free. While this is a good thing to stop people wrongly claiming VAT free it is taking things too far. My husband does not need to stay in the wheelchair whilst in the vehicle and can walk a few yards with a walking frame or holding onto furniture inside the van. However he would need hand controls to enable him to drive but that was not seen as sufficient by this dealer. What more evidence do they need?

Fitting hand controls plus the required documentation I would have thought would be more than sufficient to quality but I am not a total expert on the subject.
If you ring Gill Jones, my general manager and have a chat to her I am sure she will be able to advise you further as she has the dubious pleasure of having to deal with MH Customs!

Your dealer has it all wrong as long as you ask for the hand controls to be fitted before you take delivery! However you must genuinely need them and he may require proof of that. Even a steering knob can be considered a substantial requirement if it means that without it he could not drive.
