The answer is yes, on most or any engines (I'm sure I will be corrected) head bolts will stretch under normal use, and if not replaced, the head will not tighten down properly.
As far as where to get them, if not at your local dealership then try local autoparts outlets, they may have a supplier.

I am the first to admit i do not know the peugeot engine... However having worked with many varied engines, i can tell you that all head bolts will have a specification detailing the amount of stretch permitted before it needs to be replaced that info is usually found in the tech spec section of a good engine manual (thats where your problems could start finding an oem manual)
the measurement is taken from directly below the head of the bolt to the very end of the thread.... However as bolts for tiny engines like those used in cars/vans are usually not too expensive most people just replace them. personally i have never replaced a head bolt in a motor vehicle engine rebuild unless it has been damaged .
