If you have a PC you probably have Microsoft Photo Editor already installed. It either comes with XP or Office.
If you are going to resize for uploading first make a copy and resize that, so you keep the original for yourself.
Just open your documents, navigate to the photo you want to resize, and double clicking on should open it with MS Photo Editor. Then on the top toolbar click on image and resize. Simple as that.
If you don't have MS Photo Editor you can download it for free.
