Having re-read your comments and Lee's note about why things are left behind I thought I had better look more carefully at the details on the 3 items mentioned.

As I installed the Windows Live on the 16th August it looks like only the WL Sync is remaining and the other 2 items were already on system.
Have I read this correctly, and if so should I leave well alone and just leave them installed?

the windows live sign in assistant is an addon to internet explorer that makes signing into windows live more convenient if you have more than one windows live account, if you don't use windows live software, or you don't have more than one account, you can select it and click uninstall.
windows live sync is used to synchronise folders across two or more different computers, if you are not actively or knowingly using it to synchronise folders and files like this, then you can uninstall it.
windows live upload tool is used to share documents (music, photos etc) using windows live and skydrive, it's another add on to internet explorer, again if you are not using it, it can be uninstalled.
essentially do you use windows live, if not you may as well uninstall all of these components and i wouldn't worry about the order in which they are removed, if so it won't harm to leave them.
regarding installing/uninstalling software; originally when software was sourced from the internet, you would download it and then install it, two seperate processes, this meant you wait while it downloads and the installation is fast. it's becoming popular now that when you download the program to install it, that you actually only download a stub utility that when run; starts the installation and then downloads what it needs as it is installed. this is why some programs take a long time to install but can be uninstalled very quickly.
when it comes to uninstalling a program, always go first to the remove programs section of control panel, this is the proper way to uninstall software, practically all modern software will have an entry for it to be removed, the exception would be beta software, but i strongly advise against installing beta software unless you really know what you're doing. if there isn't a remove entry in control panel, then check on the start menu in the folder created by the program when it was installed, there will often be an uninstall option there. only if the two previous methods have been unsuccessful should you start looking else where, or at third party removal products. once upon a time; the developers of the software had to also develop the uninstall routines, hence they were often lacking, now it is far simpler (especially with the .net framework), once the program has been developed, you create an install package (this is the setup file you run) which is a relatively simple process, and the entry in control panel, and the uninstall routines are all handled automatically.
cleanup utilities were once useful but far less so now, eventually they won't be worth it at all, software used to keep settings, system and user, and other information in the registry and this was the main object to clean as the software didn't remove the information when it was uninstalled. modern software saves information in various config files on the hard drive, which are removed or cleaned when uninstalled.
