Reboot you computer and whilst the black bios screen is displayed, prior to the operating system being started, press either the backspace or delete key to enter the bios, sometimes on more modern systems it's the f2 key, you may need to do this a couple of times to get the timing right and to find out which key it is. when first starting up it should say something like 'press <key> to enter setup'. once you are in the bios setup screens; navigate around until you find the usb settings, often on the 'advanced' page or 'intergrated devices' or something similar, then check for settings similar to the following and enable them; 'usb controller', 'usb 2.0 controller', usb legacy support' and 'usb enhanced support'. save the settings, exit the bios and restart the computer. whilst in the bios it may be useful to check all settings for anything obvious that may be amiss, since all settings have probably been reset due to the cmos memory being lost.
if the above doesn't help; you say internal card reader but i don't know the exact nature of the device, i assume it fits into either a 3.5 or 51/4 inch bay and then connects to the motherboard using one of the motherboards onboard usb controllers, (posting a link to the actual device you have on the internet would be useful) if my assumption is correct then do the following, it sounds long winded but is very important;
1. disconnect any external usb devices you have, exception being keyboard etc as you'll need it.
2. go into device manager and uninstall any references to the card reader you have
3. go to the usb section within device manager and uninstall any entries found there, especially 'usb mass storage device', 'usb host controller' and 'usb root hub'
4. shut down the computer
5. open the pc case and disconnect the internal card readers connection to the motherboard
6. turn the pc back on, when windows starts it will find and install drivers for the onboard usb controllers etc, note at this time the card reader is not connected and will not be detected or installed, check that there are no problems reported in device manager for the basic onboard components.
7. assuming there are no problems at this stage; shut the pc down again, open it up and re-connect the internal card reader.
8. start the computer and install drivers etc for the internal card reader, check whether it is ok in device manager or whether the problem has returned.
9. the process above is the most common procedure for curing device manager error code 10 issues with usb devices, i'm sure the device you have will be usb but post a link if you can.
post back and let me know if the problem persists or not once the procedure above has been performed.
I have tried your suggestions and unfortunately I still have the same problem.
I did however get a message when it was installing the card reader saying 'Exception Processing Message C0000013........blah blah.........etc etc'.
It then said an error occurred during hardware update and the hardware may not function correctly.
I googled the exception message and it seems this comes up sometimes when XP tries to install certain hardware (printers etc) and the recommendation was to use the drivers that came with the hardware. I no longer have this so I feel Im a bit stuck.

if i was you i would try the device in another pc, if it has the same problem, i would assume it is a problem with the device and throw it in the bin, if it's ok i would try a driver from the manufacturers website, if that doesn't solve it i'd bin it and buy a different one, as you say they are very cheap and i'm sure your time is worth a lot more.
