You almost got it right on the heights but the 2'00" or metric equivalent relates to the heights fog lamps must be below to enable you to use them when dipped beams/side lights are on. Driving lights are classed just like main beam and must extinguish when dipped/sidelights are on. Just like main beam they come on when main/dipped headlight flasher is used.

I never gave it a thought. You only pick up enough juice to open the relay with the sidelights and close a relay with the main beam. A new fused powerline is used to supply the lighting power. It all comes as part of the supplied loom

Should not be connected via Canbus or effected by it
