Public weighbridges are certainly not free in this area of West Yorkshire.
We paid £5 at household site in Keighley and they only have gross weight and wouldn't do separate axles.
The Yorkshire Spring water charge £10 but if you want axles and gross there is a second charge so £20 total.
We opted for the first one and was well within Max weight so hoping axles are OK
With just the gross you could be well over on either axle. When loading trucks withpaper I used to have trucks come back from the weigh bridge to have pallets moved just a few feet either way to get the axle weights right.
They were with in the gross weight but would still have incured a fine.
Being of the heavier type of camper I think at the last MOT they measured each axle weight when jacking each up to check for free play, so they could then input that into the machine that measures the brakes effectiveness. Just a possibility to be aware of as and when MOTing next. Or you could ask at a garage who can MOT stuff for over say 4 tons if they can weigh you if they're not busy.
(They seemed to do this with the hydraulic jacks positioned over the inspection pit, so don't go looking for one with an obvious weighbridge! Mine's being done on wednesday so I'll ask!)
Having just had my MOT, they could indeed tell me the total and axle weights from something mounted in the floor prior to the brake test rollers, nothing to do with any form of vehicle lift that garages have usually. They were a little loath to do so, saying its not accurate enough compared to a weighbridge. When I said I only wanted it to ensure my tyre pressures were suitable for the axle load he was much happier, and any suggestion of inaccuracy went.
The only difference between VOSA "plate" weighbridges and those at the Council tip is that ours are calibrated every six months (because they are used for prosecuting offenders, they need to be proved to be accurate). I have to say that most of our weighbridges are not "plate" bridges, but dynamic, i.e. weighing in motion type weighbridges, however, they can be used in 'static' mode to weigh individual axles.
We do not "impound" overweight vehicles, we only prohibit them from being moved until the excess weight is removed.
If you happen to be passing a VOSA weighbridge which is open for business, I'm sure the guys would do a check weigh for you, if you ask them nicely - oh, and there is no charge.

If you suspect that you are overweight you are allowed to tral to the nearest weighbridge for a check weigh.
If vosa are working they will not stop you returning to base if you are overweght.
The public weightbridge is open to the the public whether privately owned or not and because it is open to the public it means it has been tested by hte weights and measures dept.
It does not matter how far you go onto a plate weghbridge to weigh one axle as long as the approach is dead level.
