Advance Booking French Municiple Site - Contract de sejour??

I have (hopefully) succesfully reserved a stay at the municiple site at Annecy, Haut Savoie, French Alps, in early July but it became quite an elaborate experience involving the signing (both parties) of a "Contract de Sejour". I wondered if anyone else had experienced what seemed to be a very complicated way of doing things.

I emailed and then posted a booking form, then they took a deposit by CC, then duplicate signed contracts turned up, one of which I had to sign and return. All this for a one week stay. I began to wonder if I was buying the place.

I had never tried to book a French site in advance before. Is this complicated process common I wonder?
