I'm on a Vodaphone mobile pebble modem. My ISP is Virginmedia/NTL,
I can receive emails, get the internet and post on forums.
What I can't do is to send emails. I get a error report, as follows:-
An unknown error has occurred. Account: 'pop.ntlworld.com', Server: 'smtp.ntlworld.com', Protocol: SMTP, Server Response: '421 service not available (connection refused, too many connections)', Port: 25, Secure(SSL): No, Server Error: 421, Error Number: 0x800CCC67
Any solutions please.

My guess is that this is because you are trying to send mail over a network not supplied by virginmedia (ie vodafone)
Normally if you send when connected to the virginmedia network it will work because the network recognises that it "knows" your computer.
If you are on a different network, I think it may work if you set up authenticated sending.
You do not say which program you are using. In outlook express look at tools/accounts/properties/servers There is a tick box at the bottom, under outgoing mail server, that says my server requires authentication. Tick this. Click settings and make sure the box that says use same settings as incoming server is also ticked.
If this does not work you might be limited to webmail whilst connected through vodafone.

I am on Virgin Media. I can access my email on the move with the above loaded on my usb stick. You can import email addresses, contact details, mail, etc, from outlook express.

I agree with Sailor - This would definitely be the reason.
Best solution is to get set up with a GoogleMail account. You can send and receive from anywhere (including using your existing email addresses). You could continue to use Outlook Express to save your important emails when back home. You can also upload your OE address book.

Looks as if NTLworld does not allow sending from a different network.
I agree with Paul, Googlemail is a good solution with no such restrictions.
If you do try googlemail, try using IMAP instead of POP3. IMAP allows you to synchronise between different devices, so one day you can access your account from an internet cafe using web access, the next from your own computer using Outlook Express, the next from a mobile phone, and you will see the same messages from them all.

I've signed on to Googlemail and sent an email to Oz, on the premise if it gets there, its likely to work anywhere!!
I even managed to import my OE address book. Now have to remember another email address. Certainly preventing my grey matter from degenerating with all this techie stuff.

The problem occurs when you try and send a message via an smtp server that is not the same as the ISP you are connected to. (smtp is the outgoing server, pop3, or IMAP, is the incoming server.)
This filter is applied to smtp servers by the ISPs to stop e-mail abuse - called spoofing. It doesn't apply to the pop servers which is why you can receive, but not send mail.
There is a solution. Subscribe to an authorised smtp forwarding service of which there are a number. I use one called smtp.com -

- and for a small annual subscription I can send 30 e-mails per day. I use this as a freelance consultant where I am working at clients' offices etc. I cannot guarantee that it will never fall foul of the smtp filter trap, but so far it has been fine for me. Hope this helps.
