I think the ITV rules for cars are .
At 4years old, then every 2 years until:
After 10 years old, every year.
I don't know about RVs.
Never heard of "flexible" ITVs!!!

Hi

Sorry never took to much notice of the full rules, but its something along the lines of no Motorhome is allowed to be on Gibraltor after 7 pm in the evening s you may be able to drive round during the day, but no chance of camping overnight in it.

Citizens of Gibraltor who own motorhomes keep them in Spain
