Hi Pete,
1999 was the time where I was still travelling with a tent and only dreaming of a motorhome. So I did not pay too much attention to this. However I am not aware that overnight parking was illegal before 1999.
The only thing I can provide is a link to the Schleswig-Holstein "Landesnaturschutzgesetz" (Nature Protection Act), unfortunately only in German, in which paragraph 36 explicitly forbids the "usage of mobile dwellings" outside of official camp sites.

I wonder if you can confirm that motor caravans are allowed to park
overnight on the roadside in Germany (unless local travel regulations
stipulate otherwise) and they are also permitted to park overnight in car
parks.
We have this information in our guide to Germany, but cannot locate the
