You could try this . . .
If you know how to search, look for files named *.jpg and you will find thousands. When you identify one of the ones you downloaded, note its location and all the others should be there as well.
Good advice from Dave. And were you using some software to download them? Is it the software that came with the camera? If you let us know, someone might be using the same software and could let you know where they go.
I would go back to your list of 16000 .jpg files in whatever file finding program you are using. It will then, hopefully, have columns giving the file name, date, etc. If you click on the top of the date column it should make the list into date order. Then, if you know the date the photos were taken, you should be easily able to sort out whether you have saved them.
Sorry that's not specific for your program, but I use a mac and not windows.
If all else fails you should be able to retrieve them off the card as long as you haven't taken more photographs and written over the original files. There is software available to do this, look on Google for free software for the purpose. Otherwise you can pay someone to do it for you. It depends whether the photos were really important to you.
Take some more photographs and go through the process of downloading them again. This time watch where they go and see if the previous ones are there.
Try to use a different card. If you cannot find the images on the PC you have every of recovering the images using a file recovery program, even though you have formatted the card
