BRUSSELS Belgium – It’s not finalized yet in new type-approval regulations, but as it stands now 25 km/h electric bicycles with more than 250Watt motors will remain subject to the type-approval for motorcycles. As a result, they will remain classified as mopeds and riders will have to wear a helmet and have insurance and a driver’s licence.

Has there been a decision on this yet? I found this on the 'net -
New e-bike law proposals
Feb 14, 2012 The new proposals, which are to be voted on by a plenary session of the EU Parliament later this month, would remove this requirement, allowing use of "twist and go" throttles which work independently of pedalling.
- But I can't find out if they went ahead. We have 'twist and go' throttles but have been told we can manually disconnect them to make them EU compliant. But it would be easier not to!

That's still better than the UK. Here, the power limit for an 'electrically assisted bike' is 200W, otherwise it is classed as a motorised vehicle, which if I understand correctly, requires the rider to take a test and wear a crash helmet.
