I have something similar on my desktop PC.

Took the cover off and reseated the graphics card, all went back to normal.

Sometimes the card moves when expanding and contracting with the heat, and does not make good contact on the connectors.

Also had this on a green screen on a cnc milling machine, running dos, again it was the graphic card needing re-seating. I also wiped the contacts with a steri-wipe (isopropyl alchohol)

Could it be this on your PC?

Maybe graphics card and sound cards needing re seating.

Rusty.....

You don't say if this a CRT (old TV type tube) or LCD type display.

One problem with the old CRT displays is that over time a build up of 'magnetism' occurs in the tube and causes the colours to shift and distort.

If this is the case then most CRT displays have a De-Gauss button or someone where in the menu system there will be a control for this. So, try Degausing the display and see if that improves things.
