Windows networking is notoriously bad. Try everything that people suggest on here and hopefully one will work. However none of the solutions will work every time someone else has the same problem.
Linux/unix and by extension the Mac are built to network so you won't experience these issues (they either work or they don't).
Personally, if it was me I would be looking at using a fixed IP rather than relying on the routers DHCP server communicating correctly with your windows pc. Anywhere I have control of the router I disable DHCP and assign static IP's to the computers that are allowed to connect and setup MAC address restrictions. For my linux system(s) and one mac that I manage and are on wireless they just work....
When I went down the router road, I took the advice of many members on MHF and chose Netgear above Belkin. Touch wood, in two years, we've had no problems and there are normally two laptops feeding off it. As NOW!

I've a Belkin router and occasionally have connection trouble. I find doing one of the following usually cures the fault.
Start your browser and in the address bar type "192.168.2.1" This is usually the address of the router and opens the router interface. You get asked for a password, which you ignore and press submit. From the frame on the left hand side you will see "Restart router". Just select that; it will ask a couple of times if you really want to do this, but just say yes. Your router then reboots clearing any faults it may have picked up. Once your ADSL and connection lights are all lit again just try your home page and hopefully you will be away again.
Secondly if you are using XP you can repair the wireless connection, though you seem to have done this. I just right click on the wireless icon in the task bar and click repair connection.
It is also a good idea to enable security on your router, setting a password so no one can connect unless they know your password, and set MAC address filtering to "on". The MAC address of a computer is it's identity. Learn how to find it by googling something like "find mac address". Once you have your computer's MAC address access the router as above, select MAC address filtering, enter the MAC address and enable filtering. Your router will then only repond to that computer. On mine you can add 32 computers so I have desktop and laptop entered.
I had this problem, changed from WEP/WPA to mac address filtering, no problems since.
I have seven devices running from one router and no problems with any.
By just using mac codes you have no security The mac codes are transmitted in clear text and can be read by software easily download from the net. You only have an encrypted connection when you use WEP/WPA with WPA being the best as WEP can also be broken with downloaded tools.

A very good point, I wouldn't recommend disabled WPA and always use a very long shared key. It's a pain to type in but short ones are also crackable.
I use MAC filtering on my D-Link - my son, who is heavily into these things, says it is the better way. I also limit the addesses to the actual number of computers
