I have been using serif photo plus for years now, very good and if you have access to a student they can get a good discount on it direct from the company. also download for free googles picasa, an excellent piece of kit and one that every amateur photographer should have.

Adobe Photoshop CS4 seems to be popular but at over £100 seems a bit costly.
Just to frighten you a bit more, "over £100" is an understatement, unless you already have a full copy of an earlier version and wish to upgrade to the latest. The full version of CS4 costs £627.45 from Adobe, the upgrade costs £180.95.
The full photoshop product is outstanding, but really designed for graphics professionals. The latest version of Photoshop Elements 8 contains pretty much all that an amateur might want in my opinion. I have a very old copy of full Photoshop on my PC, but intend to buy Elements 8 for my MacBook as I really cannot justify the cost of the full product.
Alternatively, you could try The Gimp which is a free open source image editor.
It all depends on how deep you want to go. If to plan to really plan get into it then go for Adobe as you won,t want to change horses half way through the journey.
As stated Photoshop is at the top whereas PS Elements is the best sensibly priced alternative for any none professional.
I started with Elements 2 then went to Elemants 5.
It's simply not worth updating for at least 3 years after each edition.
Elements 8 is the latest edition.
