As said, depends what recipient wants to do with them. If just to look at then 800 px longest side will probably be fine, and a much smaller file to send.
Send them as normal attachments so they can just open them in either a Windows viewer or whatever pic application they have. Doesnt matter how big they are although they might not thank you if you send 100MB worth of attachments which then take an hour to download.
are you using Windows XP? if so let it do it for you :
1.
Open Windows Explorer and navigate to the My Pictures folder (or to a different folder, if that's where your pictures are stored).
2.
Select one or more image files. ( hold down the Ctrl key while clicking on them)
3.
In the File and Folder Tasks pane on the left, click E-mail this file (the text reads E-mail the selected items if you clicked more than one image).
4.
In the Send Pictures via E-Mail dialog box, click Show more options to display the choices. (Note that the first image you selected appears in the preview area in the top left corner of the dialog box.)

The Make all my pictures smaller option is selected by default. Click one of the three sizes from the list at the bottom. The smaller the size you select, the smaller the resulting image file.

Click OK. Windows XP switches to your default e-mail program, creates a new message window, and attaches your greatly-reduced image files. Add e-mail addresses for your recipients, type a short message, and send.
