Can't recommend anywhere in particular but this website may be useful to you:

We haven't specifically been to Belgium for birdwatching but we did have a couple of firsts there about 25 years ago.
We were on a small campsite in eastern Belgium with our caravan and sited near a small river.
We were fortunate to see a crested tit coming down to the water to drink. When we left to come home we saw our first Osprey in a tree just yards from the road we were on a few miles from the campsite.

Please don't ask where the campsite was as I'm writing this from France and my diaries are all at home in the Uk.

Good luck.

There is a large nature reserve (can't remember it's name & can't find my reference book at the moment, sorry) that is on the coast close to De Panne. The reserve goes right up to the French border near the town of Bray Dunes (shown on Google). Hope this helps.
