The former municipal campsites have been steadily sold off over the past 3 or 4 years. Some I think are still owned by the municipality but are rented from them and managed for profit, others seem to have been sold off altogether.
It does seem to have affected the price; little places where we used to stay for 6 to 7 euros a night have suffered a massive hike since they were sold off- much more than inflation would cause and with no great investment in them either.
Many of them have dropped the "municipal" bit in their name or changed their name altogether. Bourges - now Camping Robinson - is a case in point. It's no longer easy to identify from a guide or list what used to be a municipal.
