They are obviously very worried about the traveling fraternity which is much different from motorhomers

It is a sad state when such has to be agreed before entry. But then how many times have you heard people complaining about any one of these activities being abused by fellow campers. If we were all as considerate as you and me Frank than we could do away with the rule book. All though there are tacit rules in wildcamping they are nowhere near as daunting as these which were handed over to me having paid £17 plus £2 for my dogs and £10 for a key deposit.
